And it's also interesting that this is usually a forum for hotheaded dissent on broadband availability. I'm really beginning to think that the whole 'broadband availability' theme is a little overdone...

That's a survey on quality of service for those that are ON broadband.
Are you using the 3% where people used the default protest option of "Atari Jaguar"? If so that includes someone that owns a wireless ISP who voted for that.
